According to 6abc.com, 31 year old Samuel Phipps told Delaware State Police that he wrecked his Range Rover because he had swerved to avoid an elephant. When questioned, Phipps claimed that he had seen an elephant running across the road, directly in his path. He also allegedly admitted to having smoked PCP-laced marijuana prior to driving. This will mark his 7th DUI.
